In January 2007, Southern & Eastern Kentucky Tourism Development Association (SEKTDA) contracted with the Rocky Mountain Elk Foundation (RMEF) who then partnered with We Make Things Happen Corporation (WMTH) to conduct a detailed study to determine the feasibility of developing a wildlife-based economic development plan for the southeastern region of Kentucky.
